It's not directly being advertised as a clumper, but Fargesia rufa, which is the name they've labeled this bamboo, IS one of the clumping types.
As Ian says, this plant being sold (Pleioblastus viridistriatus) is easy to manage, but it still runs.
I just dislike inaccurate labels because it misleads new gardeners and even professionals who may not be familiar with a plant, but intend to use it in their work and they're relying a lot on what the label says.

Ahh, I see. I generally assume labels are wrong more often than they are right, especially when it comes down to ultimate dimensions.
